Rabat – Spanish news outlet Malaga Hoy reported that Spain has sent 750 vehicles, 15 drones, and dozens of radar equipment sets to Morocco to help improve migration control.The news outlet published an editorial on Tuesday, August 12, which praised Morocco’s collaboration with Spain in migration border control. The editorial reported that the collaboration has resulted in a “significant decrease in the arrival of migrants to Spain.”Malaga Hoy said that 13, 326 irregular migrants arrived in Spain, “almost 9,000 less than in the previous period.” The online paper also recalled Spanish activism in favor of Morocco’s government at the European Union, which led to the approval of a €140 million grant.“The Council of Ministers approved the sending of another €30 million to Morocco from the Contingency Fund,” Malaga Hoy added.The editorial team of the paper said that there should be shared responsibility between the countries of origin and the recipient countries.“We must collaborate with African countries (…) to stop migration,” the paper said.Morocco’s efforts to curb irregular migration have received praise from Spanish news outlets over recent months.Earlier this month, ABC news outlet said that Morocco’s efforts helped slow irregular migration in Spain. The month of July ended with a significant decrease irregular migration, ABC said.The news outlet added that in July security services intercepted 2,362 migrants at sea compared to 7,885 in the same period in 2018.The number of aborted attempts in July represents a 70% decrease.Morocco considers Spain one of its major partners in the fight against irregular migration.Director of immigration and border surveillance at the Moroccan Ministry of the Interior Khalid Zerouali said that “together with Spain, we work for the best interests of minors.” “We are a responsible country prepared to welcome these children, if they are truly ours, we must first identify them to make sure they are Moroccans,” he explained.On August 13, European Border and Coastguard Agency Frontex said that the “number of detections of illegal border crossings on Europe’s main migratory routes rose 4% from the previous month to around 10 500.”The agency added that the total for the first seven months of 2019 was “30% lower than a year ago at around 54 300.”Frontex said that the Eastern Mediterranean remained the “busiest” route in Europe with nearly 5,800 irregular migration attempts detected last month.

Emirates Global Aluminium (EGA), the largest industrial company in the United Arab Emirates outside oil and gas, today announced the readiness of the waste management system for its Al Taweelah alumina refinery that is currently under construction. Responsible storage and eventual re-use of bauxite residue are important for the sustainability of the project. EGA prepares to begin production at Al Taweelah alumina refinery during the first half of next year.Bauxite residue is a by-product of alumina refining, and EGA’s goal is to responsibly manage its storage and develop potential re-uses. The company has completed construction of a dedicated storage area for bauxite residue about 30 km from Al Taweelah alumina refinery in Khalifa Industrial Zone Abu Dhabi.When the refinery starts production, bauxite residue will be washed, pressed into a dry cake, and transported to the area for permanent managed storage using a fleet of sealed trucks. The storage site will be progressively sealed and landscaped, with the land re-used for potential projects from warehousing to a solar farm.EGA has signed a contract with global waste management company Veolia to manage the transport of bauxite residue and the storage facility.Zaher Al Habtari, Senior Vice President of Refinery Operations at EGA, said: “The responsible management of bauxite residue has been a key priority for Al Taweelah alumina refinery since the project was on the drawing board, and UAE environmental regulators rightly set tough standards. I am confident that we have a world-class storage solution in place, but our ambitions are much higher as we aim in the longer term to turn this waste into value through innovation.”Industry experts estimate that at least 150 Mt of bauxite residue are produced worldwide each year. It is thought that less than 2% of this is currently put to productive use.EGA is working with the American University of Sharjah, The University of Queensland and other universities, as well as expert consultancies, to research and develop economic uses for bauxite residue which, if successful, would be a global breakthrough for the aluminium industry.Potential uses being explored include converting bauxite residue with agricultural and domestic wastes into soil for greening, and using bauxite residue to produce bulk construction materials.
Dublin Mid Leinster – 26Dublin North East – 26West – 33South – 35Figures for 2013 show that even though there has been an increase in the number of Authorised Officers, the number of involuntary admissions they are responsible for has remained relatively unchanged since 2012.In 2012, the spouse, civil partner or relative accounted for over 57 per cent of all involuntary admissions.Family membersThis category made 901 applications to have a loved one detained in a mental health unit on an involuntary basis.This was followed by the gardaí, who made 22 per cent of applications, while other persons accounted for 13 per cent.Just 127 involuntary admissions were made by Authorised Officers in 2012, just 8 per cent of all admissions.In 2013, despite there being an increase in the number of AOs, the number of involuntary admissions has actually fallen from 127 in 2012 to 121 in 2013.Family still account for 57 per cent, while applcations made by the gardaí had also fallen to 19 per cent. Involuntary admissions by other persons increased from 13 per cent to 16 per cent, accounting for 259 of the 1,591 cases.The HSE said it is currently seeking candidates for a further Authorised Officer training course which will take place over the summer (approximately 20 places on each training course).They said that the role of the Authorised Officer has made a “positive contribution to service delivery; in facilitating the least restrictive alternative to involuntary admission to hospital, in taking the task of making an application for admission from family members and providing a source of knowledge regarding the implementation of the Mental Health Act 2001 to Registered Medical Practitioners and the public”.The HSE stated that AOs have resulted in “a significant reduction in the number of involuntary patients”.The latest report from the Mental Health Commission report shows that there were 1,591 involuntary admissions of adults to a mental health unit in 2013.Read: More than a dozen children admitted as involuntary patients in 2013>Read: The ‘defacto detained’: How voluntary patients can be held without review> THE HEALTH SERVICE Executive has increased the number of Authorised Officers (AOs), however, the number applications for involuntary admissions to mental health units made by AOs has fallen since last year.Last July, there were just 40 AOs providing a service in Ireland. The HSE told TheJournal.ie that as of June 2014, there are now 12o AOs working in Ireland.Under the Section 9 of the Mental Health Act 2001 an Authorised Officer (AO) is a staff member of the mental health services who is authorised to make an application to a registered medical practitioner for the involuntary admission of an adult to hospital.At the outset of the Mental Health 2001, it was envisaged that the AO would play a central role in the application and admission of a person with a mental disorder to hospital.An AO was to be from a mental health background and would be brought in when a situation arose.Admitted to hospital The idea is they would be tasked with giving information about alternative options and work with the family, GP and gardai if needed, in doing something other than hospitalising the person, but if in the end there is no alternative, it would be the AO and not the family that would make the application to admit the person on an involuntary basis.Experts argue that having a loved one sign in a family member can have devastating affect on trust between family members. The AO was to remove some of the pressure placed on family members, but figures show that families continue to be the largest group that sign in people to a mental health unit.The HSE said there are currently 120 AOs on the national register. Global energy organisation Total, which employs 96,000 members of staff, has made changes to its employee shareholder proposition.From 2017, employees will be given the option to purchase shares with a discount of up to 20% every year instead of every two to three years. The organisation will match the first five shares purchased by an employee with an additional five free shares.Total is also increasing the number of performance shares awarded in 2016 by 20% compared to 2015.Over 10,000 non-executive employees will receive performance shares in 2016. The annual renewal rate is 40% of recipients, with the first 150 shares awarded without performance conditions. The performance shares vest after three years and must be held for an additional two years after vesting.The amendments were approved by the organisation’s board of directors on 27 July 2016.Total’s employee shareholders represent more than 4.8% of its capital.Patrick Pouyanne, chairman and chief executive officer at Total, said: “Developing employee share ownership is, in our view, the best response to the debate regarding shareholder return and employee compensation. It aligns the interests of both with the collective interests of the [organisation].“Total also benefits from a stable core of shareholders made up of employees, who are represented on the board of directors by a member elected from among those proposed by the employees.”

With the lessons learned from 2014, managers hope to bring enough king salmon to spawning grounds and allow for limited fishing along the way.For the second year in a row, federal staff will manage day-to-day fishing on the Kuskokwim river from the mouth to Aniak. The first early season restrictions from the up to Tuluksak will go into effect May 21st. And whereas 4-inch whitefish nets were legal 24/7 last summer, this year a weekend schedule will be in place.Neil LaLonde is the refuge manager and in-season manager during the chinook run. He says many people have bought their nets over the winter, and will be ready to fish.“We feel that if we didn’t go to some type of schedule that harvest should be much greater with the sheer amount of additional 4-inch nets that are available on the river,” said LaLonde.The schedule is expected to last five weekends, beginning Thursday, May 21st. Nets can go in at 6 a.m. Thursday and must be out by 6 a.m. on Sunday. Setnet fishing would be closed the remainder of the week. The closures will roll up the river, beginning May 28th from Tuluksak to the refuge boundary above Aniak.LaLonde says the schedule came after visiting villages and talking with people this winter and spring and choosing the weekend rather than a more sporatic schedule.“They would not have to pull nets in and out of the river every day. it leaves opportunity for honest people…boats can break down, family emergencies, things can happen. We think that will be easier on the users and be more fair,” said LaLonde.Mangers will close fishing to all but federal qualified subsistence users – that is people who live in communities on or near the Kuskokwim, a provision that’s unique to federal management. Sport fishing will be closed.A new set of gill net closures is anticipated for several tributaries. As of June 7th, there will be no gill net fishing on the Kwethluk, Kisaralik, Kasigluk, and Tuluksak rivers.“Those tributaries have not done well specifically in this drainage over the last several years. that’s an additional measure that we think will help drainage wide escapement as well as those tributaries. We also took that into effect when we looked at all of the 4” opportunity,” said LaLonde.LaLonde says subsistence fishing is open now with no restrictions on gear until the first closures begin on the lower river on May 21st. LaLonde says the plan for the first larger mesh openings in the latter part of June is will be determined once the run is in progress and they begin to see other species outnumber king salmon. He plans extensive engagement with the tribes and and the recently established Kuskokwim River Inter Tribal Fisheries Commission and continued work with the state, which runs many of the rivers’ monitoring projects.The run is forecast to be slightly better than 2014, which saw the lowest subsistence take of king salmon on record, but conservation and making escapement will remain the top priority.“Our view is it’s not a point estimate, but it’s the upper end of the escapement goal range and that’s what we hope to achieve in 2015,” said LaLonde.Information on anticipated restrictions is available here.

The petition asked the state to reduce carbon emissions, monitor greenhouse gasses and come up with a long term climate change strategy.Listen nowIn late August, the teens hand-delivered the petition to DEC commissioner Larry Hartig. In his rejection letter, Hartig said the request posed “significant consequences for employment and resource development” in the state.Seb Kurland, a member of Alaska Youth for Environmental Action, the group that submitted the proposal, was initially disappointed by the decision. But the 17-year-old from Juneau isn’t giving up.“I’m hopeful the governor and the Lt. governor will take action on this subject,” Kurland said. “And that their newly appointed members will do something about it.”The governor’s office has made some strides to address climate change since the teens voiced their concern. The administration created a new position, appointing a climate change adviser.Lt. Governor Byron Mallott said a climate plan is forthcoming.

Their most congested route is Garth Road, the busy four-lane thoroughfare that intersects with I-10. Baytown Director of Engineering Jose Pastrana says Garth wasn’t built to accommodate today’s heavy traffic. He adds it’s really tough if you’re trying to make a right turn. “Whenever you come to a signal when you want to turn right, you may be the lone vehicle that wants to turn right but you can’t turn right because the guy in front of you doesn’t want to turn right,” says Pastrana. To help the traffic flow, Baytown is now building a series of right turn lanes on Garth. They’re planned for I-10, Cedar Bayou Lynchburg, and Baker Road.Pastrana says they’re starting with the Baker project because it’s away from the holiday shopping areas and they hope to keep construction delays to a minimum. After the holidays they’ll move on to the other two intersections. Central Italyearthquake Wednesday’s earthquakes in central Italy have triggered an avalanche that has buried the Hotel Rigopiano in the town of Farindola, on the Gran Sasso mountain in the central Abruzzo region, with rescuers mounting a desperate search for survivors.Up to 29 hotel guests and workers have been reported as either missing or dead, rescue workers said yesterday, as they face formidable weather conditions trying to reach the resort.“There are many dead,” Antonio Crocetta from the Abruzzo mountain rescue team told Italy’s ANSA news agency.Fabrizio Curcio, head of Italy’s civil protection agency, confirmed that 22 guests registered at the hotel were unaccounted for, along with “six or seven” workers.The prefect of Pescara, Francesco Provolo, said: “This is one of the most important hotels in the area. They are prepared for emergencies.”The president of Italy’s Marche region has talked of a “catastrophe” and appealed for aid as four quakes above magnitude 5 struck in one day. Kelly in concert, but instead turned out to show a man who appeared to be Kelly sexually abusing girls, he and his attorney said Sunday.The man then turned the tape over to law enforcement, according to attorney Gloria Allred. She and her client, Gary Dennis, would not discuss the specifics of the tape during a news conference in New York. But Allred said it appears to show a separate incident from the 10 counts of aggravated sexual abuse that Kelly faces in Chicago, though she acknowledged she could not be “100 per cent certain” that the man in the tape is Kelly.Steve Greenberg, an attorney for Kelly, noted that lack of certainty.“It is not him,” Greenberg said. He also said that Kelly “denies that he is on any tape with underaged girls.”Dennis, an assistant at a nursing home, said he was cleaning out a box of old VHS tapes in his Pennsylvania home recently when he found the footage, on a tape that was labeled with Kelly’s name. Dennis said he has never met Kelly and doesn’t know how the tape came to be in his possession.
